Notes

{1} A reference to the speech by A. I. Rykov (Sergeyev) at the thirteenth sitting of the Congress against the draft resolution motioned by V. I. Lenin and P. P. Rumyantsev (Filippov). Rykov said that “the resolution does not apply to the agenda” and that its points “could be referred to the question of the liberals and agitation”; he proposed that they should be examined during the discussion of the corresponding items on the agenda. The Congress rejected Rykov’s proposal, and adopted the draft resolution. p. 155
