[2] The draft decree instituting state control over all forms of insurance was discussed at the meeting of the C.P.C. on March 23, 1918. The decree was adopted with amendments. Lenin’s proposals formed the basis of § V of the decree. In addition Lenin clarified the heading of the decree as follows: Decree on the Establishment of State Control Over All Forms of Insurance Other Than Social (viz., Compulsory State) Insurance (the italicised words were added by Lenin). The decree was published on April 2, 1918, in Izvestia (see Decrees of the Soviet Government, Vol. II, Moscow, 1959, pp. 5-11).
