All owners of breadstuff who have surpluses and do not deliver them to the collecting stations, as well as those who use grain stocks wastefully for the distilling of illicit spirit, are to be, proclaimed enemies of the people, put on trial before the Revolutionary Court and sentenced to not less than ten years imprisonment, and are to have all their property confiscated and they themselves to be banished for all time from their community, while the illicit distillers, in addition, are to be sentenced to compulsory social labour.
